“unveiled Internet Explorer 8, the newest version of its Web browser. The software will be available for download in 25 languages at noon Eastern Time on Thursday at Microsoft’s Website.”

In my Linux world, this has no meaning.
Windows users, though, would do well to update, but I recommend waiting a couple of days. Microsoft has a huge website, but even it could have problems if everyone knocked on the door at the same time.
